Here’s the deal.
All this stuff sounds great.
The problem is that all of the people you will have to deal with in CR, Mexico and the Caribbean are, for the most part, about as responsive and business oriented as a friggin house plant.
Either they are shit face on dope or just general screw ups who don’t give a damn and move at a glacial pace – if at all.
If you try to communicate with them by email, look forward to getting a response on a time frame measured in weeks and months..not hours.
Most of us gringos just can’t deal with this type of mentality and simply give up in frustration.
Trust me on this: You will need the patience of Job to get anything to happen in Costa Rica with these guys.

Personally speaking, I love the manana mentality of our south of the border countries. I have traveled quite alot in Mexico, Central and South America and the key is to stop thinking like a gringo, and immerse yourself into another culture. Why else would you go there? If you want an ‘American Experience” stay in America. Your experiences will be different and you will enjoy your trip and transactions better.
I disagree completely about them being doped up- I don’t know who you have dealt with, and about the screw-ups. I have had more screw ups in America than down south, you get screw ups here, you get dopers here, and I can’t tell you how many people don’t give a damm here (note how many people do not vote) here in our back yard.
Regarding email communication: I have friends who I communicate with via email, FB, Twitter who I have met in Venezula, Ecuador, Mexico, Peru, that we have no problem in communication, I just translate using Google Translator, and try to translate back at them. Big Deal.
You do need patience to deal with other countries in general. I have also found I need patience to deal with my neighbors next door to me, and some of my family members.
As they say patience is a virtue.

After living in these U.S. for a few decades, I’ve been planning to move back to Jamaica to “retire”. But city living has never been for me (growing up in NYC was traumatic, to say the least). So the country is where I’ll be settling.
This seems to be a strong alternative to my tree-house idea. lol. I agree with “Rick James” (lol) about the laid back attitude of people. Some of my friends have moved back to the islands and have that friction of fast-paced vs. snail pace. The root cause of that may be more directed at who YOU are, rather than who they REALLY are, i.e. Their expectations of payment is unreal, ungrateful, and inflated. Experiences may differ.
I do have to agree with Cathy that messed up people are everywhere.

I’ve been talking to jimmy Lee about a home for my property at playa junquillal on the northwest coast of Costa Rica, and if anyone is interested my lot is part of a subdivision which still has some lots for sale at around 35000 USD… Just look up Terra Pacifica on Internet as its a short walk to my lot. Just like to get more container homes here….
