Since wetlands are so important, why not give landowners an incentive for protecting them? The incentive now is for illegal filling and legal draining because wetlands negatively impact property value. Especially where buffers are required.
If that lost value could be recaptured (and amplified, especially for more valuable wetlands) the incentive would be to protect, restore and enhance wetland areas.
